This is the same as the Indian Ring Parakeet only it is a Blue Mutation of it. He is also a male. Mutation does not mean it is all weird and deformed, it means the feahters are now in a differnt color. Be on the look out for other IRP (Indian Ringneck Parakeets) in differnt mutations (colors).
