The word pannier refers to a structure worn under the skirt of a dress that makes it stick out at the hips. Even though the separate top does not contain a pannier, I'm still keeping the same name on it since it was designed to go with the skirt.

This top has 3 sleeve shapes and a squared ruffled collar. You can use more than one sleeve shape, but they do intersect with each other in various poses, so try it out before submitting.

The collar is cut into 3 sections on the map for better detail in texturing.

This item is meant for derivation purposes only. DO NOT BUY it unless you actually want a solid blue dress.

Clipping occurs at some joints in some poses, mostly the shoulders. This happens with any layered clothing and the best way to deal with it if it bothers you is to make sure the under layer matched the top in the problem areas.
