This is a layerable skirt. It's categorized under "Accessories", because the mesh developer put it under that category.
I wanted to change the category to "Bottoms", as I found it much more appropriate, but I cannot change the main category myself.
I tried asking IMVU staff to change it for me, but they said they couldn't either.
