This is a furniture piece and not an avatar accessory. IF you have a problem with people who go AFK, BRB, or just park in your public room, this is just the thing for you. Place this furniture item so that it rests on the head of the person parking. Use regular move tools to position and scale it. Note: It will not move with idle avatar animations. Teach them to park in your room and take up space.
