This is Tonya's flash room portal connecting several popular or new rooms together. Install it in your room for access to these special places. It looks like a wall poster but it is far more. The portal's room list is occasionally updated, new rooms added and dead ones removed. After an update you may need to clear your IMVU cache to see the changes and the new special rooms.
