This is a Japanese Hitatare Kamishimo from Feudal Japan. The usual wear was the hakama and the kosode robe and many times a vest called a Kataginu. When a Samurai or Bushi warrior wanted to dress up more appropriately, be it for a feast, formal affair or attending an audience with the Emperor, they would wear the Hitatare.
