This is a furniture item. Add it to any Starship room and you have a whole starbase available by stepping on the little red dot on the floor. Click on the standing node and zoom in and you'll find yourself on the central deck of the Starbase. You can move around in here, look back at your starship, settle down in the offices, conference room or lounge, or even go to the viewing platform on the upper deck. To return to your ship, click on the central disc on the lower deck.
